Andrey Kuzin is the Division Chief Technology Officer for Royal Group’s ICT business, based in Phnom Penh, Cambodia. In this role, he leads the technology transformation across Cellcard, Ezecom, Telcotech, and Telemobile, overseeing the creation of a converged network and operations platform for one of Southeast Asia’s most ambitious digital infrastructure integrations.

Appointed CTO of Cellcard (CamGSM PLC.) in March 2024, Andrey is spearheading the evolution of Cambodia’s first Khmer-owned mobile operator into a platform-based digital service provider, delivering Mobile, ISP, Enterprise, Tower, and Wholesale services under a unified operating model. He is responsible for designing and implementing the Network-as-a-Service (NaaS) strategy, building a centralized OSS, Field Operations, and NOC organization, and leading network and infrastructure transformation aligned to commercial demand, customer experience, and capital efficiency.

Prior to Cellcard, Andrey served as Lead CTO – Network Strategy at Axiata Group Berhad, where he led the development of Value-Based Planning (VBP) — a data-driven, ROI-centric approach to network rollout. This methodology combined geospatial analytics and predictive modeling to optimize network investments across the Group. He was responsible for digitizing legacy workflows, managing cross-market strategy teams, and launching automation and analytics tools to improve deployment speed and opex control.

Andrey also served as Chief Technical Officer at Smart Axiata from 2013 to 2024, where he led the company’s rapid ascent from challenger to Cambodia’s leading mobile operator. His leadership drove the commercial launch of VoLTE, VoWiFi, and eSIM, and laid the foundation for 5G-readiness. He also led long-term infrastructure and information risk management strategies to align technical excellence with growth and profitability.
Earlier in his career, Andrey held key technology leadership roles in Russia and the CIS, including as CTO of Smart Mobile Cambodia, and senior project roles at Huawei and MTS Group, focusing on nationwide rollouts of 2G/3G and fixed-line networks.

Today, Andrey continues to drive network modernization and digital enablement for Royal Group’s ICT division. His focus is on platform consolidation, infrastructure orchestration, and enabling digital services at scale — building a future-proof foundation for Cambodia’s digital economy.

He resides in Phnom Penh with his wife and two children.
