Ralph Buigas serves as Senior Vice President and Chief Network Officer for Optimum. In this role, Mr. Buigas is responsible for shaping the company’s network and infrastructure strategy, focused on modernizing its telecommunications and data center platforms, improving network reliability and customer experience, and laying the foundation for next generation networks. His experience combines deep technical expertise with strategic planning, capital management, operational execution, and the leadership of complex technology transformations.

Prior to joining Optimum, Mr. Buigas served as Vice President of Fixed Access and Mobile Networks at Liberty Latin America, where he led major network modernization initiatives across Latin America and the Caribbean. His leadership included the expansion and upgrade of more than three million homes and businesses, the evolution of HFC and fiber networks, as well as 5G modernization, and the transformation of data center and cloud infrastructure. Before becoming an operator, Rafael served as a technology architect and held engineering roles at multiple telecom vendors, resulting in over 25 years of experience leading technology, engineering, operations, and large-scale network transformation initiatives.

Mr. Buigas graduated Cum Laude from Florida International University with a Bachelors Degree in Electrical Engineering.
